Amity Housing Capacity Analysis (HCA)
What is a Housing Capacity Analysis (HCA)?
A housing capacity analysis (HCA) is an essential planning tool that helps a city evaluate how much residential development land within the urban growth boundary (UGB) can support under current zoning and development regulations. Although HCAs are only required for cities with populations over 10,000[1], the City of Amity (population 1,845[2]) has elected to conduct this HCA to thoughtfully and proactively plan for its future. By taking stock of available land and local planning policies, this analysis gives City leaders and residents a clear picture of Amity's ability to accommodate new homes — now and in the years ahead.
Why?
Given the statewide housing shortage, all cities and counties across Oregon have been assigned housing production targets for the next 20 years based on projected housing needs at various income levels. For Amity, the housing production target is 183 units. The HCA will allow Amity to demonstrate whether there is sufficient land and capacity to meet those needs, and the findings will help identify housing development strategies (policy, programs, and projects) and/or justify a future expansion of the Amity UGB. This long-range housing planning also complements other City initiatives, including Comprehensive Plan updates and Zoning and Development Code amendments. Amity’s HCA is funded by the Department of Land Conservation and Development (DLCD) 2025-2027 Planning Assistance Grant Program.
