The City of Amity (City) developed this Cultural Resources Management Plan (CRMP) to manage and avoid impacts to cultural resources as a result of any project undertaken by the City with the potential to impact them.1 The CRMP covers City projects on privately held and/or City-owned lands within the Amity city limits (Figure 1-1). It conforms with laws and guidelines that protect cultural resources and is intended to foster a spirit of stewardship of the community’s shared cultural history. Cultural resources include physical evidence of past human activities such as burials, archaeological items, and features, as well as architectural structures from the historic period such as buildings, bridges, and irrigation canals. The City’s cultural resources are character-defining features of the community and enrich the experiences of residents, visitors, and business. This CRMP, in combination with existing Amity Ordinance No. 638, assists the City in meeting the State Land Use Planning Law, Goal 5 (Oregon Administrative Rule [OAR] 660-023-0200[3]), to develop a local historic context statement and adopt a historic preservation plan. The CRMP is also a supporting document to the City’s Comprehensive Plan.2 The CRMP includes an explanation of the cultural resources regulatory structure (Section 1.2), management goals (Section 1.3), a brief history of the area (Section 2), and a review of known cultural resources, including architectural and archaeological resources within Amity at the time of the preparation of this document (Section 3). It also includes consultation procedures (Section 4), including guidance for what to do when archaeological resources and/or human remains are identified (Section 5). The consultation procedures are designed to aid the Amity Historic Landmarks Committee (HLC) during their review of City and private projects with the potential to impact cultural resources.
